What happened
Fifty-one state and territory attorneys general settled claims that Meta designed Instagram and Facebook to be addictive for minors, knowingly exposed young users to mental-health harm, and misled the public about how safe its platforms were. Meta will pay a guaranteed $12.1B over ten years, rising to $17.1B if other major social platforms agree to adopt the same safeguards.
This is the largest penalty in this directory by a wide margin, and one of the largest government-secured payouts ever imposed on a technology company. The headline figure is conditional, so the directory totals count only the guaranteed $12.1B floor: the extra $5B is paid only if other major platforms sign up to the same safeguards, at which point the teen time limit tightens from two hours to one and the nighttime block widens from midnight-to-6am to 10pm-to-7am. California's share is $1.5B to $2.1B; the District of Columbia's is $90.3M to $129.3M. Meta admits no wrongdoing, an independent auditor will monitor compliance and can report directly to the attorneys general, and all parties waived their right to appeal. Separate school-district and personal-injury litigation against Meta continues.
How it affected users
Teenagers were served engagement-maximising feeds, infinite scroll, and notification patterns built to extend session time, with the mental-health cost documented internally and denied publicly. The settlement forces defaults that limit that exposure: a two-hour daily time limit for under-18 accounts, an overnight block from midnight to 6am, notification blocks overnight and during school hours, hidden like counts, no cosmetic-surgery filters, a non-personalised feed option, and removal of users under 13.
