What happened

The Competition Commission of India found that HP India and its resellers colluded on bids in government tenders for personal system products, such as PCs, floated on the Government e Marketplace (GeM) by buyers in Delhi. The investigation found emails establishing collusion in 7 of the tenders examined.

The case began with HP India's own lesser penalty application, and the penalty shown is the amount payable after the reduction granted for it. On the same day the CCI fined HP India a further ₹11.98 crore in a companion case over cartelisation with resellers in the sale of printer supplies such as toner and ink (Suo Moto Case No. 08 of 2020), which is not included in this entry's total.

How it affected users

Public bodies buying computers through GeM, and so the taxpayers who fund them, received coordinated bids in place of the independent competition the tender process relies on.

Status timeline

  1. Nov 17, 2020

Acting on a lesser penalty application filed by HP India itself, the CCI ordered an investigation (Suo Moto Case No. 07 of 2020).

  2. Jul 13, 2026

The CCI found HP India and five resellers in breach of Section 3(3), imposed ₹126.87 crore on HP India after a leniency reduction, and ordered them to cease and desist.
